The index is available for public use at Williams Public Library (Christiansted, St.Croix VI) or in the continental United States at Illinois State Universtiy (Normal IL).
SCOPE OF INDEX:  This is an index to the social, economic, and political problems of the Virgin Islands as perceived and reported in both local and off-island publications, primarily during the year 1973. It is the compilers contention that (1) the widespread adverse publicity given to the US Virgin Islands in off-island publication, (2) the lack of a genuine "free press" on the islands, and (3) the resistance of the Virgin Islands government to freely distribute facts and information affecting its citizens, compels him to make a public record of the problems in the hope that such knowledge may result in additional power flowing to the people of the U.S. Virgin Islands.
FORMAT OF INDEX:  A book form index typewritten on 8½x11 inch pages. The index is divided into two main sections: SUBJECTS and PERSONS AND ORGANIZATIONS. Within each section the entries are in alphabetical order by subject, personal name, or organization name. Within each subject, the entries are in chronological order. Within the SUBJECTS section, each entry consists of the date (month, day, year), the headline, a code for the newspaper or periodical, and the page number. Additional descriptive material may be added to clarify some entries. Within the PERSONS AND ORGANIZATIONS section, each entry consist solely of the date (month, day, year) plus the subject heading where the complete entry may be found within the SUBJECTS section. An appendix includes a list of deaths in order by name of the victim, along with the date of death.
